Blue Mackerel, a Parkwind and JERA Nex initiative, is developing a significant offshore wind project in Gippsland, Victoria.
Civio is providing a dedicated online platform to support their multi-year community engagement strategy, ensuring transparent communication and meaningful interaction with all stakeholders.
Developing a large-scale offshore wind farm like Blue Mackerel involves engaging diverse stakeholders, including local communities, government, marine users, industry and Traditional Owners, over an 8+ year project lifecycle.
The project required an accessible platform to present complex information, gather feedback, and integrate with existing stakeholder management systems (Simply Stakeholders). This was all whilst supporting an engagement strategy developed with our friends at Capire Consulting.
Blue Mackerel chose Civio for its expertise in building tailored engagement hubs for long-term infrastructure projects. They needed a partner who could deliver a flexible, scalable platform with custom design elements that reflected the project’s brand and its commitment to the Gippsland region.

Civioʼs Engage web handlers automatically send new stakeholder details from website forms to Simply Stakeholders, ensuring a cohesive communication record.
The platform is designed to adapt to evolving information and consultation needs throughout the project’s feasibility, environmental assessment, and potential construction phases.
Civio collaborated with Blue Mackerel to create a unique visual identity aligned with the project’s branding.
The platform prominently acknowledges the Gunaikurnai people, with a custom pop-up.
The Civio platform quickly raised community awareness and became a central information point. It supported key engagement activities like the “Gippsland Offshore Wind Days,” attended by over 200 community members.
Blue Mackerel is one of twelve feasibility licence holders in the Gippsland offshore wind area, a key region for Victoriaʼs renewable energy targets. The project promises local economic benefits and job creation. The platform’s emphasis on transparency is crucial for fostering community acceptance.
As Blue Mackerel progresses, the Civio platform will remain central to its communication strategy, supporting surveys, environmental assessments, and ongoing opportunities for community input.
